RESPONSIBILITIES:
Designs public works projects ensuring that they meet the City Engineer/Assistant Public Works Director's approval and are in compliance with codes and ordinances; oversees the designs of other division employees; oversees the project bidding process; works with contractors to ensure projects are completed according to plans and specifications; resolves problems and concerns of contractors; submits pay requests for contractors.
Supervises work activities and monitors work flow; reviews and evaluates work products, methods and procedures; coordinates public works projects with other City departments; runs and/or supports technical computer models for the City water system; responds to and resolves difficult and sensitive citizen inquiries and complaints; develops and reviews staff reports related to engineering.
Confers with engineers, developers, architects, a variety of agencies and the general public in acquiring information and coordinating public works matters; develops a variety of engineering projects; work with outside public and private agencies to obtain public improvements desired by the City; resolves work problems regarding administrative policies to subordinates, other departments, consultants, contractors, and the public.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of:
Civil Engineering and/or architectural principles and practices related to the planning, design, and construction of municipal and public works projects
Administrative and supervisory principles to civil engineering public works programs
Materials, methods and technologies used in the construction of public works projects
Laws and regulations that apply to residential/commercial/industrial development, floodplain, storm water, public works design, and public works construction projects
Principles and practices of employee supervision and training
Working knowledge of AutoDesk Civil 3D, Innfoswimm, Geographic Information Systems, Surveying, MS Office, geotech, Pavement Design, Storm and Sanitary, and Enercalc. This is a general list of programs currently used.
Public education process for proposed projects
Environmental requirements related to proposed projects
Ability to:
Assist in the directing professional and technical employees in the design area of the engineering Department
Assist in the directing employees in the Construction area of the engineering Department
Plan, direct, and coordinate difficult and complex civil engineering and public works programs
Assist in preparing work schedules, payroll reports, purchase requests, and related documents
Act as City Engineer in his absence
Review and approve project assignments
Aid in the bid process for public works, engineering and related City projects
Represent City in dealing with other governmental agencies, private firms, and the general public on engineering matters
Assist in the preparation of the five year capital improvement plan and the annual budget
Assist in coordinating the consulting engineering contracts
Function on committees and boards involving other agencies
Prepare special reports and make recommendations
Conduct public information meetings relating to projects

QUALIFICATIONS:
Bachelor's Degree in Civil Engineering from an accredited college or university
Administrative experience and professional municipal or consulting civil engineering work (5+ years experience).
Professional Engineer License in Civil Engineering required. Registration in the State of Utah is required within six months of hire.
Must possess or obtain a valid Utah Operator's License.
State of Utah Operator Certifications for Water Distribution IV and Waste Water Collections III or higher. (Must obtain within 12 months of hire).
