Program Overview
The U.S. Congress established the Community Development Block Grant (CDBG) Program with the passage of the Housing and Community Development Act of 1974. The Program is administered by the U.S. Department of Housing and Urban Development (HUD). The CDBG Program has a unique approach in working with local governments rather than require localities to apply for separate federal grants. One application is submitted that can conceivably cover a variety of locally identified community development and housing needs.
The City of Logan is one of the HUD-designated Entitlement areas in the State of Utah. The City has been a participant in the CDBG Program since 2004. HUD bases entitlement awards on a complex formula allocation which takes into consideration such factors such as population, housing stock and the extent of poverty as determined by the U.S. Census Bureau. The primary objective of the CDBG Program is the development of viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.
The City's CDBG Program uses its funds for comprehensive revitalization of designated neighborhoods, housing rehabilitation, social services, homeownership assistance, acquisition of real property, and public facilities and improvements. The Program has touched and enriched lives in Logan by providing services that otherwise would not have been available.
