To serve each person in Cache County, protect the public health, sustain and enhance the quality of life for the citizens of Logan and Cache County.

About the Department
The Logan City Environmental Department has been serving Cache County residents since 1971. The department provides a variety of services for residents of Cache County which include: Residential & commercial refuse collection, recycling services, green waste recycling services, Landfill operations, household hazardous waste program, city forestry programs, wastewater treatment & wastewater pretreatment programs, mosquito abatement, and educational programs.
The Collections division (refuse collection) started servicing Cache County residents in 1973 when Cache County officials established the Cache County Service Area #1 to manage the solid waste and recycling collection for the 19 communities and unincorporated areas of Cache County under the auspices of the City of Logan municipality. The Logan Environmental Department provides collection for all residential, industrial, and commercial solid waste in Cache County, as well as recycling and green waste collection. Residential solid waste is collected once a week at the curb by an automated can and truck system. In 2006, the Cache County council passed a resolution to implement a residential curbside recycling program for all incorporated and unincorporated residents of Cache County. This program provides recycling collection every other week to residents of Cache County with a single stream recovery system. The collections division also provides a voluntary curbside green waste program collected every week at the curb April thru November as well as Treecycing drop centers in December and January. The Collections division also provides glass, cardboard, and green waste recycling drop centers to communities in Cache County throughout the year.
The Environmental Department owns and operates an 85 acre Class I and Class IVb municipal Sanitary Landfill. The Logan Landfill was established in 1960 and currently has an estimated closure date of 2022. The Logan Landfill established a Green Waste Facility in 1996 to help divert green waste materials through composting and mulching processes. The Landfill also operates the Household Hazardous Waste Facility to inspect and monitor loads to keep hazardous materials out of the waste stream and out of our Landfill. The Logan Landfill provides the following services to residents of Cache County: municipal solid waste disposal, construction and demolition disposal, green waste recycling, hazardous waste disposal, leachate treatment, recycling center and treecycling programs. The Logan Landfill also manages the Landfill Mall for the reuse of working items to sell back to the public and also sells compost, mulch, wood chips, and firewood at the Green Waste Facility. The Landfill also provides education tours for the public by appointments only.
Logan City has had some form of tree service for at least as long as it has had a Light Department. Often it was simply a lineman trimming trees out of the power lines. In 1988, the Forestry Division was officially formed within the Light Department with a City Forester and two permanent tree trimmers. At that time there was also a tree ordinance approved by the City Council and a Forest Advisory Board (to assist the Mayor and City Forester) was created. The scope of the Forestry Division has grown over the years. In 2006, the Forestry Division was placed directly under the Mayor’s supervision. The three permanent tree trimmers remained with the Light Department and they are now almost exclusively dedicated to the trimming of trees in the power lines. The Forestry Division consisted of the City Forester and 3 or 4 seasonal tree trimmers. In 2007 the Division was placed within the Environmental Department. At that time Green Waste pick up and an additional full-time employee were placed in the Forestry Division. The Forestry Division now does all the work on non-power related tree which are owned by the City or are on City right-of-ways. Trees are pruned to give clearances to the City sidewalks and streets, increase visibility at intersections and for stop signs, and to improve the health of the trees. In some instances, pruning is necessary to improve the appearance or safety of the tree. About 150 to 200 trees are planted annually in various locations within the City and are sometimes provided to homeowners to plant in the City right-of-ways. The City Forester oversees and often participates in these activities as well has giving presentations and classes to both adults and children. The City Forester can also act as a consultant to homeowners concerning their private trees. Additionally the Forestry Division oversees the hanging of banners, portions of Christmas decorations, and the green waste pickup in the areas outside of Logan in Cache County. All of these efforts are to create a safe and beautiful Logan.
The Logan Environmental Department also manages the Wastewater treatment and Pretreatment programs for the communities of: Logan, Smithfield, Hyde Park, North Logan, River Heights, Providence, Nibley, and Utah State University. The wastewater pretreatment program is designed to safeguard the wastewater collection system and treatment system. This program permits and monitors the quality of wastewater discharged by businesses and industries within the wastewater treatment area. They provide pretreatment inspections and sampling, backflow device inspections, and public education. The wastewater treatment program manages 460 acres of lagoon ponds and 240 acres of wetlands to treat and polish wastewater. The Wastewater treatment facility receives a flow of approximately 14 million gallons per day throughout the headworks.
The Environmental Department provides mosquito abatement for the Logan City area. The mosquito program samples for larva, sets traps for adult mosquitoes, and tests for diseases in the mosquito population to ensure better health quality in the Logan community.
The Environmental Department also provides a variety of educational programs for Cache County residents. The education program provides the following services: Landfill tours, school presentations on recycling and/or composting and hazardous waste education, wastewater wetlands tours, environmental display for community and special events, and also provides public brochures and handouts.
