Under limited supervision, directs and supervises solid waste collection operations that serve all of Cache County.RESPONSIBILITIES:
Directs daily operation, maintenance, customer relations, and inspection activities for residential, commercial, industrial, recycling, and Green Waste collection. Plans, organizes, supervises and reviews the work of staff and crews; establishes schedules and methods for collection, container repair, and fleet care; implements policies and procedures; evaluates operations and activities of assigned responsibilities; supervises improvements and modifications; prepares and analyzes various reports on operations and activities; prepares, maintains, and analyzes time, material and equipment use records; attends meetings and reviews community development plans and designs; assists the Environmental Health Director and Manager on various aspects regarding the management and coordination of departmental activities and procedures.
Advocates customer relations and marketing for solid waste services. Hires and trains employees, administers disciplinary action and makes daily work assignments. Schedules vacation and compensatory time; manages and reports budget revenues and expenditures; compiles data and presents performance indicators for all critical reporting areas such as: sales and revenue, refuse tonnage, vehicle in commission rate, accident rate, etc; directs housekeeping activity to ensure a safe and neat environment for customers and employees. Coordinates maintenance requirements; generates ideas and makes decisions for upgrading equipment and improving operations; makes recommendations to purchase equipment and materials; responsible for customer relations; teaches effective solid waste principles, policies and procedures; resolves customer problems and complaints referred by subordinate employees; responds to accidents involving assigned crew and vehicles; investigates accidents, and prepares and files accident reports.
Ensures each resident and business in the City of Logan and Cache County are billed accurately for garbage services rendered; manages procurement, inventory, and maintenance of supplies and equipment needs; detects unsafe working conditions associated with refuse and other solid waste collection; fills in for sick drivers or in times of staff shortages.
KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS:
Knowledge of pertinent Federal, State, and local laws, codes and regulations related to refuse collection.
Knowledge of the principles of supervision, training and performance evaluation.
Knowledge of methods, practices and operation of equipment used in sanitation services and activities.
Knowledge of the principles and methods of budget preparation and monitoring.
Knowledge of hazards and safety rules and precautions associated with solid waste collection and containment.
Skill in management, leadership, team building, customer relations.
Skill in supervising, training, and evaluating assigned staff.
Skill in communicating clearly and concisely, both orally and in writing.
Skill in using computers for management
Skill in the operation of various types of equipment used in refuse collection preferred.
Skill in contract and project management.
Ability to work in extreme hot, cold, and dusty environmental conditions.
Ability to establish and maintain an effective working relationships with fellow employees and the public.
Must be able to lift in excess of 75 lbs.
QUALIFICATIONS:
High School GED or equivalent AND experience equivalent to three (3) years full-time work performing refuse collection duties requiring the operation of heavy commercial equipment, at least one (1) year of which involved lead/supervisory level work. College level coursework in business management recommended. Must possess or be able to obtain a Municipal Solid Waste Collection System Manager Certificate from the Solid Waste Management Association of North America. Must possess or be able to obtain a valid Utah Commercial Driver's License (CDL) at a level appropriate to the equipment operated.
