RESIDENTIAL SERVICE
EFFECTIVE DATE: August 1, 2019
AVAILABILITY:
At any point on the City’s interconnected system where there are facilities of adequate capacity.
APPLICATION:
This schedule is for alternating current electric service at approximately 120 or 240 volts through one Kilowatt-hour meter at a single point of delivery for all service required on the premises for residential purposes.
When a portion of a dwelling is used regularly for business, professional or other gainful purposes, the premises will be classified as non-residential and the appropriate schedule applied. However, if the wiring is so arranged that the service for residential purposes can be metered separately this schedule will be applied to such service.
The customer shall adhere to all service and billing requirements including the installation of approved metering equipment as per Logan City Electric Service Requirements.
CUSTOMER SERVICE CHARGE:
$5.00 per monthly billing cycle
ENERGY RATE:
$0.0900 per kWh for the first 400 kWh
$0.1050 per kWh for the next 600 kWh
$0.1171 per kWh for all additional kWh

In the event of natural disasters or acts of God such as earthquakes, floods, or severe storms, neither party shall be liable for damages due to lack of ability for operations which affect the other party economically. Should any of the foregoing occur, the minimum billing demands that would otherwise be applicable under this Schedule shall be waived and Customer will have no liability for service charges until such time as Customer is reasonably able to resume service.
Residential Community Solar - Rate Schedule 1A
EFFECTIVE DATE: July 1, 2015
AVAILABILITY:
At any point on the City’s interconnected system where there are facilities of adequate capacity, and where there are available shares at Logan City Light and Power’s community photovoltaic installation.
APPLICATION:
This schedule is for alternating current electric service at approximately 120 or 240 volts through one Kilowatt-hour meter at a single point of delivery for all service required on the premises for residential purposes.

Solar Share Rate:
The solar rate portion is fixed until the date of July 1, 2035. At this time the solar rate portion will be re-evaluated. If the holder of this share moves outside of Logan City Light & Power service area or no longer wishes to participate in this rate, this share will return to Logan City.

CITY OF LOGAN LIGHT & POWER

ALL ELECTRIC RESIDENTIAL, GEOTHERMAL, GROUND-SOURCE, OR GEO-EXCHANGE HEATING AND COOLING
EFFECTIVE DATE: July 1, 2011
APPLICATION FOR SPACE HEATING AND COOLING:
This rate is for permanently-installed geothermal, ground-source, or geo-exchange heat pump systems used for both heating and cooling conditioned space in residences that do not utilize any electric thermal resistive elements.
The geothermal, ground-source, or geo-exchange heat pump system shall be the only source of space heating & cooling for the residence. The applicant must agree to a home inspection of the heat pump system by the city, or by the city’s agent, to qualify for this reduced rate schedule.
Customers who qualify for this rate schedule are subject to all of the same provisions, requirements, obligations, fees, minimum charges, and regulations as annotated in Logan City’s Electric Service Rate Schedule #1 “Residential Service”, except qualified customers under this rate schedule shall have a “flat”energy rate charged throughout the entire month with a 10% discount below the minimum tier as designated in the current applicable Rate Schedule #1.
Area Lighting Service - Rate Schedule 3
EFFECTIVE DATE: July 1, 2011
AVAILABILITY:
At any electric customer’s property at points agreed upon by both customer and the City of Logan Light & Power Department and based upon the terms and policies listed below.
APPLICATION:
This schedule is for single phase alternating current Area Lighting electric service at approximately 120 or 240 volts at an approved point of delivery for lighting service required on the premises for commercial and residential purposes only.
The City will install and maintain 100-watt high-pressure sodium lighting on the customer’s property for a monthly charge providing that the customer requesting such service guarantees at least one (1) year of use.
MONTHLY BILL:
The monthly charge will be $14.17 for each light furnished.
SEASONAL SERVICE:
This service is not available as a seasonal service.

At any point on the City’s interconnected system where the City installs and operates an electric vehicle charging station that is open and available to the public.
APPLICATION:
This schedule is for charging customers who park at, and utilize any electric vehicle charging station owned and operated by Logan City Corporation.
The customer shall adhere to all service and billing requirements.

TEMPORARY / SEASONAL SERVICE

AVAILABILITY:
At any point on the City’s interconnected system where there are facilities of adequate capacity.
APPLICATION:
This schedule is for single phase alternating current electric service at approximately 120 or 240 volts through one Kilowatt-hour meter at a single point of delivery for temporary service required on the premises for construction purposes only. All temporary service units are to meet all current National Electric Code requirements including the use of G.F.I. circuit breakers. Any units found, at time of application or during the course of service use, to be defective or in violation of NEC and city requirements will be disconnected promptly until which time that necessary corrections are made. When City Temporary Service units are provided, the customer is responsible for any costs incurred to said units due to alterations, damage or misuse.
INSTALLATION CHARGE:

GENERAL SERVICE - DISTRIBUTION VOLTAGE

At any point on the City’s interconnected system where there are facilities of adequate capacity.
APPLICATION:
This schedule is for alternating current, single, or three-phase electric service supplied at the City’s available voltage through one kilowatt-hour meter at a single point of delivery for all service required on the premises, except by written permission of the Director of the Light & Power Department, or his assigned representative. All meters will be of the Demand Register type unless determined by City Electric Meter Department to be otherwise.
The customer shall adhere to all service and billing requirements including the installation of approved metering equipment as per Logan City Electric Service Requirements.
CUSTOMER SERVICE CHARGE:
$10.00 for single phase service.
$15.00 for three phase service.
DEMAND RATE:
$0.00 per kW for the first 5 kW
$11.00 per kW for all additional kW
ENERGY RATE:

POWER FACTOR:
The Power Factor adjustment applies only to customers with three phase service. This rate will be based on the Customer maintaining at all times a power factor between 95% lagging and 95% leading, or higher, as determined by measurement. If the Power Factor at the time of the monthly peak demand is found to be less than 95% lagging or leading, the monthly kilowatt demand, as recorded by the City's meter, will be increased by 3/4 of 1% for every 1% that the Power Factor is less than 95%.
DEMAND:
The Kilowatt Demand is based on 15-minute period of Customer’s greatest use during the month determined to the nearest kW.
SEASONAL SERVICE:
Customers with annually recurring periods of seasonal use, where service is discontinued during part of a year may be contracted under this schedule. Seasonal Service will be determined by actual monthly energy and demand charges.

High Volume Industrial Service - Rate Schedule 7

HIGH VOLUME INDUSTRIAL SERVICE
EFFECTIVE DATE: August 1, 2019
AVAILABILITY:
This service is available to customers who have a high volume power demand of an industrial nature through one or more points of delivery. Power will be delivered at any point on the City’s interconnected system where there are facilities of adequate capacity. If an extension of the existing lines and additional equipment will be required, the Customer will be responsible for such line extension costs, easements and/or Right of Ways and any additional equipment costs.
APPLICATION:
This schedule is for alternating current, three-phase electric service supplied at 2400 volts or less. The load of multiple meters will be coincidized into one billing unit of demand and energy and billed as one load. The customers total coincidized load must be one megawatt or greater at least 7 months of the previous 12 months, through multiple points of delivery for all service required on the premises. Each meter that is coincidized into the total load must have at least 200 kilowatts of monthly 15-minute peak demand for at least 7 months of the previous 12 months in order to maintain this rate schedule. A new customer will be eligible for this rate at the time they meet the total load of one megawatt and the individual 200 kilowatt per meter load requirements above.
The customer must have at least a 50 percent monthly coincidized load factor. The customer must also maintain a 95 percent power factor leading or lagging at the time of the monthly coincidized peak kW, or be subject to power factor penalties as described below.
The Customer shall adhere to all service and billing requirements including the installation of approved metering equipment as per Logan City Electric Service Requirements.
MONTHLY BILLING RATES:
DEMAND AND ENERGY CHARGES:
Demand Rate: $16.86 per kW for all kW
Energy Rate: $0.0384 per kWh for all kWh’s
DEMAND:
The billing demand is based on the highest 15-minute average kilowatt demand for the billing period. Where more than one meter is coincidized into the total aggregate load, the demand will be based on the total coincidized 15-minute demand.
ENERGY:
The Customer will be billed for electric energy in kilowatt-hours delivered by the City to the Customer during the billing period, as shown by or computed from the readings of the City’s energy meters. For customers with more than one meter, the sum of the kilowatt hours for each meter shall be used to determine the total kilowatt-hours used.
POWER FACTOR:
This rate will be based on the Customer maintaining at all times a power factor between 95% lagging and 95% leading, or higher, as determined by measurement. If the Power Factor at the time of the monthly peak demand is found to be less than 95% lagging or leading, the monthly kilowatt demand, as recorded by the City’s meter, will be increased by ¾ of 1% for every 1% that the Power Factor is less than 95%.
METERING REQUIREMENTS:
Metering for this type of service will require an electronic meter capable of measuring 15-minute demand intervals, 15-minute energy usage, monthly totals, and previous months totals for several quantities, including but not limited to, kilowatts, kilovars and kilowatt-hours. The exact type of meter will be determined by the Logan City Light and Power Department. All meters served under this rate will require appropriate remote telephone line access supplied by, paid for, and maintained by the Customer. The line or lines must be made available to Logan City Light and Power for meter reading and monitoring prior to being served under this rate schedule and during the term of service under this rate schedule.
CONTRACT TERM:
This rate is for customers with permanent operations and installations. Seasonal service is not available under this rate.

HIGH VOLTAGE SUPPLEMENTAL SERVICE
FOR CUSTOMERS WITH CRSP ALLOCATIONS
EFFECTIVE DATE: July 1, 2011
AVAILABILITY:
This service is available to Customers with a contract with United States Department of Energy’s Western Area Power Administration (Western) for an allocation of Colorado River Storage Project Power (CRSP), provided that such allocation represents no more than 15 percent of the Customer’s annual power requirements. Supplemental power will be delivered at any point on the City’s interconnected system where there are facilities of adequate capacity. If an extension of the existing 46 kV lines and additional equipment will be required, the Customer will be responsible for such line extension costs, easements and additional equipment costs.
APPLICATION:
This schedule is for alternating current, three-phase electric service supplied at approximately 46,000 volts and for supplemental service loads of 5 megawatts or greater, through up to two (2) points of delivery for all service required on the premises.
The Customer shall adhere to all service and billing requirements including the installation of approved metering equipment as per Logan City Electric Service Requirements.
MONTHLY BILL:
CUSTOMER SERVICE CHARGE: $326.00 per month.
MINIMUM BILLING: The monthly Customer Service Charges plus appropriate demand and energy charges.
DEMAND AND ENERGY CHARGES:
DEMAND RATE: $12.54 per kW for all kW.
ENERGY RATE: $0.0304 per kWh for all kWh’s.
DEMAND:
The kilowatt demand is based on the maximum 15-minute period of Customer’s greatest use during the month measured to the nearest kW, less the Customer’s CRSP Demand. In the event the Customer reduces or ceases operation or receipt of service for periods of one month or longer, the Customer will be required to pay for at least 65% of the maximum demand as measured during the previous twelve months along with Customer Service charges through the balance of the Contract Term.
The Customer’s CRSP Demand shall be the applicable Monthly Capacity (as defined in the Customer’s contract with Western) that the Customer is entitled to receive and that is scheduled during a billing period pursuant to the Customer’s contract with Western for Firm Electric Service, plus additional excess capacity that the Customer may purchase from Western and have scheduled; provided that the Customer shall not purchase such additional excess capacity if, after doing so, the Customer’s total purchases of capacity from Western in any month would exceed 12% of the Customer’s demand purchased from the City; and further provided that the amount of such capacity shall be reduced by 0.4% to account for transformer and line losses on the City’s electric system. In the event that Customer metering equipment is installed on the secondary side of the Customer’s equipment, appropriate additional losses will be applied to the CRSP Demand delivered to the Customer.
ENERGY:
The Customer will be billed for electric energy in kilowatt-hours delivered by the City to the Customer during the billing period, as shown by or computed from the readings of the City’s energy meters, less the customer’s CRSP Energy.
The Customer’s CRSP Energy shall be the applicable Monthly Energy (as defined in the Customer’s contract with Western) that the Customer is entitled to receive and that is scheduled during a billing period pursuant to the Customer’s contract with Western for Firm Electric Service, plus additional surplus hydro energy that the Customer may purchase from Western and have scheduled; provided that the Customer shall not purchase such additional surplus hydro energy, if after doing so, the Customer’s total purchases of energy from Western in any month would exceed 12% of the Customer’s energy purchased from the City; and further provided that the amount of such energy shall be reduced by 0.4% to account for transformer and line losses on the City’s electric system. In the event that Customer metering equipment is installed on the secondary side of the Customer’s equipment, appropriate additional losses will be applied to the CRSP Energy delivered to the Customer.

CONNECTION FEE:
Each time a Customer, eligible to receive electric service under this schedule, begins to receive electric service at a point of delivery not previously used, or at a point of delivery which has been used previously by another Customer, or each time a customer changes his point of delivery or reconnects after voluntary disconnection to the same point of delivery, that Customer shall be responsible for such costs of moving and purchasing the necessary equipment and fixtures required to make such connection.
COORDINATION OF CRSP POWER:
It is the responsibility of the Customer to have its CRSP power delivered to the City’s interconnected electric system at the Logan City Green Canyon Substation, or to another point acceptable to the City. The Customer shall provide the City with approved monthly schedules for CRSP power on a seasonal basis, at the same time it provides such schedules to Western. In addition, the Customer shall promptly provide the City with copies of all electric schedules and billings between the Customer and Western.
The City shall be responsible for the hourly scheduling of the Customer’s CRSP power and will arrange for hourly deliveries in the same manner and under the same constraints as may be imposed on hourly deliveries of the City’s own allocation of CRSP power. The City shall deliver the Customer’s CRSP power from the Green Canyon Substation, or other agreed upon point of delivery, to the Customer’s 46 kV points of delivery. The charge for such service is included in the Demand and Energy Charges associated with the Rate Schedule.

DISTRIBUTED GENERATION NET METERING
EFFECTIVE DATE:
August 1, 2019
AVAILABILITY:
At any point on the City’s interconnected system where there are facilities of adequate capacity.
APPLICATION:
This schedule is for electric service applications for customers that have alternate renewable electric power generation on the customer side of the electric meter. This schedule is intended for customers that generate electric energy from renewable sources that they would otherwise purchase from the utility.
A customer’s generating facility used for distributed energy generation metering shall be equipped with metering equipment that can measure the flow of electricity in both directions. The city will install a meter capable of measuring bi-directional energy flow. The cost to the customer for this meter is set forth in the Logan City Light and Power Electrical Fee Schedule. The customer shall also install a production meter that is capable of measuring the flow of produced energy coming from the distributed generation source. The cost to the customer for this meter is set forth in the Logan City Light and Power Electrical Fee Schedule.
The metering will normally be accomplished through use of a single bi-directional meter and the distributed generation production meter. At the customer’s request and expense an additional meter may be installed for the customer’s purposes. Other requirements are outlined in the Logan City Light and Power Distributed Energy Metering Policy.
The customer shall adhere to all service and billing requirements including the installation of approved metering equipment as per Logan City Electric Service Requirements and applicable City Codes.
ENERGY RATES AND PAYMENTS
For energy purchased from the utility, residential customers will be charged the current Rate Schedule 1. Commercial customers will be charged under the applicable current Commercial Rate Schedule which they qualify for based on criteria in the electric rate schedules and connection fee schedules. All of the rate schedules may be changed from time to time.
Residential (Rate Schedule 1)
Excess production will be purchased back from the customer at the price listed in the schedule below. The purchase may show up as a credit on the City monthly utility bill.
The purchase schedule will begin at the weighted average retail rate. As the installed residential solar power in the City reaches certain installed solar capacity thresholds, the rate will be adjusted. Eventually the buyback price will equal the previous year’s weighted wholesale average plus 1.5 cents.
Excess Energy Purchase Schedule:
Step 1: Up to 2500 kW installed: $0.098 (weighted average retail rate)
Step 2: 2500 kW installed: Weighted average wholesale cost + $0.035
Step 3: 3000 kW installed: Weighted average wholesale cost + $0.025
Step 4: 3500+ kW installed: Weighted average wholesale cost + $0.015
Step kW’s are total installed residential kW’s of solar within Logan City’s service area.
Step 1 will be adjusted for any future retail rate adjustments if necessary.
Both the weighted average wholesale cost and installed solar capacity will be published and communicated to the public once every 12 months.
General Service – Distribution Voltage (Rate Schedule 6)
The excess energy purchase rate will equal the previous year’s weighted wholesale average plus 1.5 cents and will be administratively evaluated and adjusted annually in July.
High Volume Industrial Service (Rate Schedule 7)
The excess energy purchase rate will equal the previous year’s weighted wholesale average plus 1.5 cents and will be administratively evaluated and adjusted annually in July.
SEASONAL SERVICE:
This schedule is not available as a seasonal service.
SERVICE CHARGES:
Refer to the current Logan City Light and Power Electrical Fees Schedule for current pricing information pertaining to fees, service charges. There will be no additional charges for net meter customers that would not be applied to any other equal customer.
CONNECTION FEE:
Refer to the current Logan City Light and Power Electrical Fees Schedule for current pricing information pertaining to fees, service charges and re-read fees. Additional requirements and options for this particular schedule are outlined in the Logan City Light and Power Distributed Generation Metering Policy.
FORCE MAJEURE:
Neither the City nor Customer shall be subject to any liability or damages due to the inability of the City to serve the Customer’s load due to lack of available power and energy or other conditions beyond the City's control. In the event of natural disasters or acts of God such as earthquakes, floods, or severe storms, neither party shall be liable for damages due to lack of ability for operations which affect the other party economically or in any other way. Should any of the foregoing occur, no minimum billing fees shall be added to the customers’ bill during the time the customer cannot accept service. Any applicable fees shall resume at the time the customer is able to accept service.
Distributed Generation Metering Policy
Applicability
This policy sets forth requirements for the interconnection of customer distributed energy generating facilities within Logan City electric distribution systems. The Distributed Generation Metering Program is available on a first-come, first-served basis to customers located within the City’s current service territory who own and operate a solar, wind, hydro or biomass electric generator located on the customer’s premises, with the following conditions:
- Intended to offset part or all of the customer’s own average annual electrical requirements.
- The capacity of the installation shall not exceed 10 kW for residential and 500 kW for commercial or industrial customers.
- Interconnected with Logan City’s electric system; and
- Operates in parallel with Logan City’s distribution system.
Definitions
The following words and terms, when used in this policy, shall have the following meanings, unless the context clearly indicates otherwise.
“City” means the Logan City Light and Power Department (LCL&P).
"Customer" means a Logan City Light and Power customer that has distributed generation energy, on the customer's side of the meter and receives an electric utility bill from the City of Logan.
“Customer-generating facility” means the equipment used by a customer generator to generate, manage, and monitor electricity. A Customer-Generating Facility typically includes an electric generator and/or an equipment package, as defined herein.
“Vendor” means the seller and/or installer of the distributed generation equipment being sold and installed at the customer’s facility”
"Distribution System” means that portion of an electric system which delivers electricity from transformation points on the transmission system to points of connection at a customer's premises.
“IEEE Standard" means the standards published by the Institute of Electrical and Electronic Engineers, available at www.ieee.org.
“Inverter” means a device that converts direct current power into alternating current power that is compatible with power generated or supplied by Logan City Light and Power.
“NEC” and “NESC” means the most current version of the National Electrical Code and National Electrical Safety Code respectively.
"Distributed Generation Metering" means a system of measuring and billing for the electricity supplied by Logan City Light and Power and the purchase of electricity generated by the customer by an eligible renewable energy system and fed onto the electric grid over the applicable billing period.
“Distributed Generation” means a system that generates electricity derived from the sun, wind, hydro or biomass and is located behind the customer’s billing meter.
“UL Standard” means the standards published by the Underwriters Laboratory available at www.ul.com
“Weighted average wholesale cost” - means the average delivered cost of Logan City Light and Power’s wholesale contracts and generation units plus transmission costs weighted by the amount of kilowatt-hours generated by each less transmission losses for the previous 12 month period.
Application
Logan City Light and Power (LCL&P) will offer Distributed Energy Generation Metering to their Customers that generate renewable energy on the Customer side of the meter, provided that they meet the specifications outlined herein and do not individually or in aggregate with existing installations exceed the safe capacity of the City’s distribution system as a whole or individual distribution feeders in their local area.
When the customer's distributed generation delivers excess generated power to the City's electrical grid, the City will credit the Customer for the excess according to the rates set forth in the City’s “Distributed Generation Energy Metering Rate, Schedule 10”.
Special Conditions
- Certification: A customer-generating facility and/or the related equipment must be certified as complying with the following standards, as applicable, prior to connecting to the City’s distribution system:
- IEEE Standard1547, Standard for Interconnecting Distributed Resources with Electric Power Systems, as amended and supplemented.
- UL Standard 1741, Inverters, Converters, and Controllers for Use in
- Independent Power Systems, as amended and supplemented.
- An equipment package shall be considered certified for interconnected operation if all components have been submitted by a manufacturer to a nationally recognized testing and certification laboratory and has been tested and listed by the laboratory for continuous interactive operation with an electric distribution system in compliance with the applicable codes and standards listed above. The LCL&P Department has the right to approve or deny other renewable energy systems components on a case-by-case basis.
- All Vendor’s shall be certified by Logan City Light and Power by attending a one-time mandatory Vendor Orientation Meeting. See Electrical Fee Schedule for costs.
- Approval and Inspection
- Prior to Interconnection any Customer desiring a Distributed Generation Metering Agreement must make application with and receive approval by the LCL&P Department. The customer must complete a form with applicable information about the interconnection for accounting and safety purposes. All modifications or improvements required to Logan City’s distribution system due to the customer - generating facility shall be paid for by the customer. This may require the customer to bring their current electrical service up to the standards required by Logan City Policy.
- After installation of the customer-generating facility and prior to production of energy, the system shall be inspected and approved by the Logan City Building Department and the LCL&P Department. The Customer must also obtain any necessary permits and pay all applicable fees.
- A bi-directional meter that is capable of measuring power flow in and out of the customers metering equipment shall be installed by the utility (See the Electrical Fees Schedule). The meter will be one that is compatible with standard meter bases required by any customer of equal size and type.
- A production meter capable of measuring the energy produced from the distributed generation source shall be installed (See the Electrical Fees Schedule).
- The City shall have the right to inspect a customer-generating facility after interconnection approval is granted, at reasonable hours and with reasonable prior notice to the Customer. If the City discovers that the customer-generating facility is not in compliance with the requirements of this policy, and the noncompliance adversely affects the safety or reliability of the electric distribution system, the City may require the Customer to disconnect the customer-generating facility until compliance is achieved.
- Testing and Maintenance
Once a Distributed Generation Metering interconnection has been approved under this policy, the City may require a Customer to test or perform maintenance on its facility as per the following:
- Maintenance or changes to the existing installation;
- Any manufacturer-recommended testing or maintenance; and any post-installation testing necessary to ensure compliance with IEEE 1547 or to ensure safety.
- Disconnection and Metering
- The City shall have the right to disconnect the customer-generating facility in the event it causes system problems. The Customer will have the option of correcting the problem, at which time the system will be re-inspected before beginning operation again.
- The Customer shall be required to install a manual disconnect located within 10 feet of the meter. The disconnect shall be readily accessible by City authorized personnel and located outside any fencing.
- The Customer shall be required to meet all current applicable electrical codes (NEC, NESC) and the City’s metering and disconnection requirements that may include but is not limited to the installation of a new meter base and panel and relocation of the electrical service.
- Liability
- The Customer shall be responsible for any damage caused by the customer-generating facility to City’s distribution system and/or neighboring services. The Customer shall be responsible for the installation and maintenance of applicable protection equipment, and for any damage caused by improper application, maintenance or faulty equipment. LCL&P shall not be liable directly or indirectly for permitting or continuing to allow an attachment of a Distributed Generation Metering facility, or for the acts or omissions of the customer-generator that cause loss or injury, including death, to any third party.

Electric Rate Surcharge
Effective July 1, 2006
Purpose
The electric rate surcharge is intended to maintain our financial stability when unexpected events occur which increase energy costs that are outside the control of the Light and Power Department. The costs that are covered in this surcharge are energy costs for supplying electric power and energy to our customers. Costs that are not covered under this surcharge include all costs of operation that can be controlled within the department.
Examples of costs that are included are natural gas prices used for generation of electricity, purchases of electricity through UAMPS that have variability due to market conditions, catastrophic equipment failures of local generation facilities and the cost of other electricity used to supply our needs that has unexpected increases due to market pressures.
Examples of costs that are not to be included in the surcharge include capital construction costs for additions to the electric transmission and distribution system, labor costs, material costs for the maintenance of the system and any other system improvements which could be delayed by management.
Implementation
Each month before the billing cycle begins we will review our power supply costs and compare them to the approved budget. When an unexpected occurrence in energy markets causes the prices of our energy supply to increase we will calculate the impact of the increase. We will also attempt to change any variable power supply schedules to offset the increased costs. When the increased costs cannot be reasonably compensated for, we will implement this surcharge.
The surcharge will be implemented by comparing the total projected MWh’s used by the system and the total cost of providing that energy. We will then divide the total cost by the total energy to obtain the total unit cost. The unit costs will be compared and the increased cost will be applied to all MWh’s sold to all customers equally.

In this example a Surcharge of $0.00224 / kWh ( or $2.24 / MWh) would be applied to all kWh’s on all bills processed for the month of July 2006.
Reconciliation
For each month that a surcharge is implemented we will reconcile the projected surcharge that was applied to the actual costs of all energy purchased and generated. Most of the bills are received by the end of the following month. We will have all costs accounted for and be able to make any needed adjustments to the projected surcharge in the second month following the charge. For July the actual adjustments will be on the September bill for any discrepancies of projected versus actual costs. The differential between the projected costs and actual costs will be either credited or added to the surcharge for September. If no surcharge is needed for September but there is a credit or additional surcharge due from July, the July credit or addition will be applied to the September bill.

This example assumes that we forecast a total cost of $61.00 /MWH which equals a surcharge of $2.24 / MWH ($0.00224 per kWh). When the bills were received the actual costs came to $60.50 / MWH. We would then apply a $74,547 rebate to the September projected kWh’s. In the following example the $74,547 rebate would be applied to the projected MWh’s for September which would equal a $1.92 / MWh rebate.
