Kirk graduated from Utah State University in 1990 with a B.A. degree in Finance, with a minor in Economics. Prior to joining the City of Logan in 2005, Kirk spent several years in commercial banking and private business. Under the direction of the Mayor, City Council, and Redevelopment Agency Board, Kirk serves a dual role as the City's economic development director and the Agency's executive director with a focus on managing, planning, organizing, and directing the City's and Agency's economic development programs, projects and initiatives.
