RESPONSIBILITIES:
Develops, plans, and implements Department goals and objectives; recommends and administers policies and procedures; coordinates Department activities with those of other departments and outside agencies and organizations; prepares and presents staff reports and other necessary correspondence; provides professional engineering services and administration on capital improvements.
Coordinates the design, scheduling public information, and completion of capital construction and renovation projects. Provides direction and management for Public Works, Engineering, Streets, Water and Wastewater, Automotive Maintenance, and GIS Divisions; directs, oversees and participates in the development of the Department's work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures; supervises and participates in the development and administration of the Department's budget; directs the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures.
Serves on various committees including the Economic Development Committee, Logan City Water and Sewer Board, Mayor’s Executive Committee, and other committees as directed; administers telephone and radio communication supplies, equipment and repair; responds to and resolves difficult and sensitive citizen inquiries and complaints.
Confers with engineers, developers, architects, a variety of agencies and the general public in acquiring information and coordinating engineering and public works matters; develops and reviews staff reports related to capital improvements, traffic engineering, and other engineering and public works matters; selects, trains, motivates and evaluates personnel; works with employees to correct deficiencies; implements discipline and termination procedures.
KNOWLEDGE, SKILLS, AND CHARACTERISTICS:
Knowledge of the theory and principles of public works and engineering program development and administration.
Knowledge of the basic principles of employee training and supervision.
Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
Knowledge of advanced principles of engineering as applied to planning, design, and construction of a broad spectrum of public works facilities and projects.
Knowledge of methods, materials and techniques employed in public works construction, engineering, and traffic engineering Skill in establishing and maintaining effective working relationships with contractors, engineers, architects, other City employees/officials, and the public.
Skill in reviewing construction plans and specifications to determine if they comply with established industry guidelines/regulations and safety standards.
Skill in training and supervising staff.
Skill in prioritizing, coordinating and evaluating the work of subordinate managers, supervisors and employees.
Skill in communicating clearly and concisely, both orally and in writing.
QUALIFICATIONS:
Bachelor's Degree in Civil Engineering or closely related area AND experience equivalent to five (5) years professional engineering/construction management and public works management, at least one (1) year of which involved management responsibilities. Certification as a Professional Engineer in Civil Engineering or related area required. Must possess Water Distribution IV, Wastewater Collection III Certifications from the State of Utah. Must possess a valid Utah Operator’s License.
