Logan City Enforces Its Snow Removal Ordinances
City of Logan, December 1, 2017: Neighborhood Improvement and other city staff have measures in place to educate, inform, and enforce local snow removal ordinances. The policy is expected to noticeably improve the ability of citizens, including the elderly and disabled, to travel public sidewalks. Higher density areas such as the Town Center, core (grid blocks) neighborhoods, and immediate access to schools, public transportation, and major traffic corridors will be given complete attention.
This effort will impose Logan Municipal Ordinances, specifically;
12.08.010: OWNER TO KEEP SIDEWALKS CLEAN AND IN REPAIR: All owners and occupants of city lots are required to keep in repair and in condition for travel the sidewalk and bus stop adjacent to their respective lots, and to remove all weeds, brush, snow, hail, sleet, ice and other obstructions from the same.
12.08.080: DUTY TO REMOVE SNOW AND ICE: It is unlawful for the owner, occupant, lessor or agent of either the owner, occupant or lessor of any property abutting on any paved sidewalk where said property is open to the public for business to fail to remove or cause to be removed from such paved sidewalk and bus stop all hail, snow or sleet falling thereon, and all ice forming thereon, within one hour after such hail, snow or sleet shall have ceased falling or such ice shall have formed; provided, that in case of a storm, between the hours of five o'clock (5:00) P.M. in the afternoon and six o'clock (6:00) A.M. in the succeeding morning, or in case of ice forming during the same hours, such sidewalk shall be cleaned before nine o'clock (9:00) A.M. in the morning immediately succeeding the storm or the formation of such ice.

The City begins by educating persons of their responsibility for snow removal on public sidewalks, including corner ADA (Americans with Disabilities Act) ramps, and adjacent bus stops. The intent aimed at cooperation with people in understanding the basic need for people to access public transportation, businesses, family, and friends.
Significant snow events may prompt issuance of civil notices and those addresses that are non-compliant would result in administrative citations. The citation levies a fifty-dollar civil fee.
Neighborhood Improvement Manager, James Geier, asks that citizens clear public sidewalks on all sides of their property the full width of the sidewalk down to the pavement, piling snow into their yard or planting strip and not the street. If you have a corner property clear curb cuts (ADA ramps) at corners while maintaining a generous opening to crosswalks.
Logan citizens and neighbors alike will be appreciative of efforts by individuals to maintain safe and comfortable travel this winter. Those residents absent for extended periods should arrange for snow removal until their return.
